A CPSC sticker means a helmet passed an impact test in a lab. It says nothing about whether it fits your specific toddler's head, and a helmet that sits crooked, rocks backward, or gaps at the strap protects worse than the sticker promises — sometimes barely at all in the spot that actually hits the ground.
Step 1: measure head circumference
- Wrap a soft tape measure around the head just above the eyebrows and above the ears — the widest point of the skull, not the forehead alone.
- Note the number in centimeters. Toddler heads grow fast; re-measure every few months through age 4.
- Round up if you're between sizes. A helmet that's slightly loose can be dialed in with a fit ring; one that's genuinely too small can't be fixed at all.

The two-finger rules
- Eyebrow check. Level the helmet so the front edge sits about two finger-widths above the eyebrows. Tipped back, it exposes the forehead exactly where a forward fall lands.
- Chin-strap check. Buckled, one finger should fit snugly under the strap — not two, not zero. If your child can open their mouth wide with no strap tension, it's too loose.
- Side-strap V. The straps on each side should meet just below the ear, forming a V, not sitting behind or in front of it.
Do all three checks with the helmet buckled, then give the shell a firm push side to side and front to back. It shouldn't rock independently of the scalp; if it does, tighten the fit ring or size down.
CPSC certification and MIPS aren't the same thing
CPSC certification is the legal floor: since 1999, every bike helmet sold in the US must meet the Consumer Product Safety Commission's impact-attenuation standard, and the sticker inside the shell confirms it passed. Every helmet in the table above carries it, and it's non-negotiable — don't buy a helmet without that sticker, full stop.
MIPS (Multi-directional Impact Protection System) is a different thing entirely: a low-friction layer inside the shell that lets the interior rotate slightly against the head during an angled impact, aiming to reduce the rotational force reaching the brain. It's a design feature, not a certification, and it sits on top of — never instead of — CPSC compliance. We won't quote a specific injury-reduction number here, since the figures sometimes cited come from particular lab test conditions that don't map cleanly onto real-world falls. Treat MIPS as a reasonable tiebreaker between two otherwise-equal helmets, not as more important than fit.
When to replace a helmet
- After any real impact, even one that looks cosmetically fine. The foam liner compresses to absorb force and doesn't spring back — a helmet that's already crushed once has less capacity left for a second hit.
- On the manufacturer's replacement schedule even without a crash, commonly around five years from purchase. UV exposure, sweat, and temperature swings — a helmet baking in a hot car counts — degrade the foam and straps gradually, and manufacturers set that schedule around the breakdown, not a marketing cycle.
A hand-me-down helmet from an older sibling is fine if you know its full history and it's within that window with no impacts. A helmet of unknown history — a yard-sale find, a hand-me-down from outside the family — isn't worth the risk of guessing.
Does MIPS replace the need for CPSC certification?
No. CPSC certification is the legal safety standard every helmet must meet regardless of MIPS. MIPS addresses a specific type of impact, angled and rotational, as an addition to that baseline, never a substitute for it.
My toddler's helmet still fits after a small tip-over — do I really need to replace it?
Yes, if the head made contact with the ground or another hard surface. Foam damage from a real impact usually isn't visible from the outside; when in doubt, replace it. A helmet that only fell off a shelf onto carpet is a different situation.
How do I know if the helmet is on too far back?
Look at the forehead from the side, in a mirror or a photo. If more than two finger-widths of forehead show above the front edge, it's tipped back and needs the front strap tightened relative to the rear.
